|
Baltimore City Government is seeking two highly-qualified and self-motivated fire service professionals to assist the Fire Chief in the management of a large and diverse metro fire department made up of over 1700 men and women. The Deputy Fire Chiefs report directly to the Chief of the Fire Department and assume command in his absence. The Deputy Fire Chiefs develop short and long range strategic plans for their assigned divisions. These positions represent the Fire Chief on various City committees and work groups and represent the Fire Department before the City Council and Civil Service Commission.
DEPUTY CHIEF OF FIELD OPERATIONS
The Deputy Chief of Field Operations manages five Division Chiefs who in turn deliver direct emergency and non-emergency customer service to people who live work and play in the City of Baltimore. This position is responsible for overall emergency response to customer calls for service, including ALS medical services, fires, hazardous materials as well as a wide variety of technical rescue responses. This executive is also responsible for the risk management and safety program for suppression forces, administration of labor contracts in compliance with the terms of the agreements, discipline, proper training of personnel to respond to emergencies and various other responsibilities to ensure high quality service delivery to the public.
DEPUTY CHIEF OF PLANNING AND ADMINISTRATION
The Deputy Chief of Planning and Administration manages four Division Chiefs who in turn are in charge of the Planning, Communications, Training, and Risk Reduction (Prevention) Divisions of the Baltimore City Fire Department. This executive is responsible for the department’s business plan, training activities, financial management including budget formulation, CITISTAT reporting, human resource activities, communications technology and data management systems and other functions to ensure the successful operation of the assigned divisions.

Required qualifications for the successful applicants include:
·A minimum of an Associates Degree from an accredited college or university along with a minimum of two years of experience at the rank of Battalion Chief or higher in a city environment is required. An equivalent combination of education and experience will be accepted. (Chief Officers with many years of experience may substitute experience toward the educational requirements). The successful applicant will be expected to continue his/her education after appointment.
Desirable qualifications for the successful applicants include:
· A Bachelor’s degree in Fire Administration, Business Administration or a related field and/or enrollment in or graduation from the Executive Fire Officers program at the National Fire Academy. Experience in fire suppression and EMS, as well as experience in a leadership position in training, emergency preparedness, human resource, fire prevention or information and communications technology is preferred.
Applicants must also have demonstrated experience, skills and characteristics, which include:
· Strong knowledge of modern principles, practices and techniques of modern emergency response and fire suppression operations;
· Ability to develop and maintain effective working relationships with elected officials, Fire Department personnel, labor groups, City personnel, other agencies and the general public;
· Demonstrated leadership, management and administrative abilities;
· Demonstrated ability to communicate tactfully and effectively, both orally and in writing;
· Ability to present information in a clear and concise manner to large groups and elected officials;
· Ability to work independently, determine priorities and make appropriate decisions;
· Ability to create a positive future vision for the department;
· Must be medically and physically able to perform the duties of a firefighter;
· Be available and willing to work long and/or irregular hours as needed.
